Reopening the Texas Rapid Response Program for Foster Families

Foster Love is excited to announce the return of our Texas Rapid Response program: an emergency initiative that provides critical housing and financial support to foster youth aging out of the system. Designed to catch young adults before they fall into homelessness, this program offers immediate assistance with rent, groceries, transportation, and referrals to essential resources like healthcare, education, and job training.

Right now, this program is only available to Texas residents, but we are actively working to expand it nationwide. With the growing need and proven success of Rapid Response, we’re hopeful this life-saving initiative will soon be accessible across the country.

What is the Rapid Response Program?

Every year, thousands of teens exit foster care without a stable place to live or the support networks most young adults rely on. Without help, many face housing insecurity, unemployment, or worse. The Rapid Response program addresses these urgent needs by offering emergency financial assistance, basic resources, and referrals to essential services like healthcare, job training, and education.

The program works quickly to connect youth the help they need within 48 hours. From rent support and grocery assistance to help cover a deposit on a first apartment, Texas Rapid Response program bridges the gap during some of the most uncertain moments in a young person’s life.

The Need Is Urgent

Every year, about 20,000 young people age out of foster care. Without a stable family or financial support, many face overwhelming odds. Research shows that 31–46% of former foster youth experience homelessness by age 26, often for longer periods than their peers. Nearly half of the overall homeless population has a history in foster care.

The risks are even greater for youth with mental health disorders or a history of abuse. These young adults face significant obstacles in accessing and maintaining housing. Without urgent intervention, many fall through the cracks.

The Texas Rapid Response program is built to step in during these make-or-break moments. It acts as a bridge—connecting foster youth to the stability and resources they need to move forward confidently.

Why Texas?

Texas has one of the highest numbers of children in foster care in the country. Restarting the program here allows us to serve a region with urgent demand while refining logistics as we prepare for national expansion. With your help—through donations, volunteer events, and awareness—we believe we can bring Rapid Response back to families across the U.S.

Looking Ahead

We know the need doesn’t stop at state lines. While we’re starting again in Texas, our goal is to bring Rapid Response back to every state. We’ve seen firsthand the life-changing impact this program can have. 

With continued support, we hope to expand the Texas Rapid Response program back to all 50 states. Every child deserves comfort and dignity—no matter where they are placed.
